A problem that looks too big to solve usually holds its own solution. Break it into pieces, and each piece shows what is missing and points toward the answer. That is how I approach health systems.

Take health information. A record that only stores what happened does not say what should happen next: who is due back, which referral did not arrive, where cases are rising. Taken apart, the problem becomes a set of questions. Who is this person? What happened at the visit? Was a referral made, and did it arrive? Who is due next? What is the pattern across many people? Each question names a piece of the answer.

Together they describe a life-course digital health record, which I designed for Khyber Pakhtunkhwa in my own time, beyond official duties: one permanent health ID for every citizen, six life-course modules from birth to old age, referrals tracked, and automatic follow-up when a visit is missed. It is proposed for Phase 1 at 200 primary care facilities and has been presented to the Chief Planning Officer, the Chief HSRU and UNICEF.

Medicine taught me how to treat disease. Public health taught me how to prevent it. Working within government taught me that outcomes are shaped by decisions, systems and follow-through, not by intentions alone. I am interested in the space between what we know and what we do: where policy becomes practice and data becomes action.

As Coordinator of the Health Sector Reforms Unit, I link the Chief HSRU, the Secretary Health and the Minister Health, and represent the Health Department on provincial multi-sectoral forums. I took part in the formulation of the Khyber Pakhtunkhwa Health Policy 2025, and I review draft legislation, including the Khyber Pakhtunkhwa Water Act, as the Health Department's public health expert.
